   Generally, although I don't know the situation for #c64friends, an op in a   
   channel is entitled to kick and ban as he pleases, and those who complain   
   after coming back are generally automatically permbanned.   
      
   I don't generally kick and ban people from my own IRC channel (different   
   network and not C64-related), but I follow much the same rule.  If someone   
   is kicked, comes back and continues doing what got them kicked or insults   
   an op for kicking, that person does not come back.

   Unfortunately we have to settle for the fact that the ops can do whatever   
   they want, because they are ops.  Don't like it, you can always start   
   another channel, but good luck getting anyone to come.  (I was fortunate   
   enough to get half the regulars from another channel to come to mine after   
   I had a dispute with the channel founder about selective enforcement, but   
   that's because most of them took my side anyway, or were there because   
   of me.)

   Anyone can expect to be banned at the sole discretion of the ops.  It's   
   unfortunate but it's the way of IRC.  I was nearly banned from saying the   
   F word on Snogpitch's watch, so I generally keep my mouth shut when he's   
   around.
