   Yes, there is. The official Commodore 8-bit newsgroup (which is still   
   quite active) is comp.sys.cbm. All Commodore non-emulation 8-bit   
   discussion should go there.   
      
   Any Commodore emulation discussion should go to the official   
   comp.emulators.cbm group.   
      
   This group (alt.c64) is an unofficial Usenet group (known as a rogue   
   group) and though once active (to some degree) it is just now used for   
   anouncements.   
      
   The discussion of chip rights would fit well into comp.sys.cbm.
