   Every state entity has drawn its own lines as to "where it stops" when   
   they have differing ages of consent for different genders, under-ages   
   being able to marry at different ages with parental consent, annulment   
   qualifications for various impairments or inability to give consent,   
   etc. etc.  The whole thing is a state contract negotiated by state   
   entities. "Tradition" is constantly in flux, too. Take out the religion,   
   and you have a state contract with very concrete benefits and taxpayer   
   issues.
