   Who the hell cares?  They're sitting in the car.  They can double park   
   and move around as necessary.

   How do you know a flaming meteor isn't going to crash down on the very   
   space they were going to park in but didn't?  How do you know that 5000   
   handicapped drivers aren't going to converge on the lot and use up ALL   
   the spaces from here to Kingdom Come?    The law says no sitting   
   in the driver's seat in a handicapped space.  Deal.
