   Here's another thought - also granting for a moment that there has not   
   been a big increase in traffic accidents: maybe the annoying behavior of   
   cellphone-using drivers grows out of their being distracted - and   
   compensating for the distraction by not sensing/going with the flow of   
   traffic.
