   Both of your statements are true.   
      
   1. Cellphone use does not cause appreciable accidents sufficient to   
      even impart a blip to the overall accident rate in the USA, and,   
      
   2. Accidents are due to a huge variety of factors, where inattention   
      is merely one of the very many factors involved.
