   I agree that there are many factors that affect overall accident rates   
   in the United States.   
      
   We all have to agree that the numbers compiled by the US Census Bureau   
   over the past 50 or so years is 'good data', so, we know that the overall   
   accident rate in the United States has been trending downward for decades.   
      
   This is, of course, due to many factors, e.g., better roads, better cars,   
   but, not, I believe better drivers (although it could also be due to   
   better drivers if we are training them better now than before).   
      
   In fact, cellphone use can actually make a safer driver, because, for   
   example, GPS clearly can prevent last-minute turns even to the point   
   of Google Maps telling you which lanes you can enter when you haven't   
   yet seen the signs telling you that critical information.   
      
   The fact that there are *many* causes of accidents is why I don't   
   understand the proponents who say that cellphones *cause* accidents.   
      
   Cellphone use is just one of the many distractions, so, if you want to   
   ban cellphones, you should also logically ban radios and dogs and   
   putting makeup on and video players, and hot coffee and spicy food,   
   etc.
