   What do you base that on ?   
      
   When I was in Germany two things were clear - even to me:   
      
   - Everybody was playing by the same rules when it came   
     to using turn signals, merging on to freeways, and   
     yielding the hammer lane.   
      
   - People were required to take driving lessons and pass   
     a test before being allowed to drive.
