   What are "accidents that require insurance"?   
      
   Operating (i.e driving, riding or parking) a motor vehicle on a roadway   
   requires financial responsibility, usually fulfilled by insurance, but no   
   accident leads to the requirement that an involved vehicle operator makes an   
   insurance claim.
