   I drive in Southern Europe a lot and the one rule I learned is   
   that, while no traffic law matters, what matters is that when   
   you break a low, you have to *mean* it!   
      
   That is, you can run a red light all you want, if you show   
   everyone that you *mean* it! You honk your horn. You don't   
   slow down.   
      
   The second you slow down and look hesitant, they're all over you!   
   You can even drive on the sidewalk, as long as you *mean* it.   
      
   I think the eye contact thing you mentioned is part of the *mean*   
   it. You have to let them know you're gonna break whatever law it   
   is you're breaking - and all works fine - as long as you show   
   them that you *mean* it.   
      
   You can't hesitate.
