   As has been pointed out, you can't make a blanket statement, this is   
   only one department.  The NYPD requires recruits to have 60 college   
   credits.  There is no IQ test given.  To be considered, a person first   
   must take a test administered by the department.  There is then   
   psychological evaluations, physical tests, background checks, etc.  It's   
   quite involved and people, like my son, can wait years after passing the   
   initial test to get "called" and finally make it into the police   
   academy.
