On the contrary, it is ONLY useful for calls and data while within the USA
and within the coverage of ATT network cell towers.

I am unsure what you saw in what I wrote that lead you to ask that question.

   Let me try again:

We have homes in the USA and also in Europe. We use H2O's Monthly Unlimited
plan while we are in the USA and then move our phones over to their $10 per
90 day plan, not to use that plan but only to park and to retain our phone
numbers while we are out of the country. But nevertheless those $10 plans
could still useful and sufficient for anyone who would be satisfied by the
plan's relatively low allowance of calling minutes, texts and data. So we
pay $40 per month while we are in the USA and then around $3 per month just
to keep our accounts open and to retain our phone numbers while we are out
   of the country.

   I hope that is clearer.
