   Having a cell radio does not mean it will work as a phone. In Samsung the   
   largest devices that work as mobile phones are their Note series. They also   
   have tablets such as the Galaxy Tab S2 LTE that can use 4G wireless for data   
   but those do not come with the ability to dial out or to pick up calls.   
   Using a VOIP application any tablet can function as a phone so long as the   
   network it uses (WiFi or mobile data) permits that kind of data.
