   A telco can not block another telco. There are fines and business   
   interests. They can only block minor players, and not always. Only for   
   very strong reasons.   
      
      
   The only real hope in which perhaps they are interested globally is in   
   identifying the caller. With that, cooperative blacklisting works well.
