   MAKE ANY AND ALL MONEY CONTINGENT on how many illegal aliens and   
   terrorists and Cartel members and gang members and drugs are entering   
   the U.S. past the SOUTHERN BORDER.   
      
   And if the BidenRegime can prove they have stopped 100% of the flow for   
   a period of one month then they get 1/12 of what they asked for, if the   
   BidenRegime can only prove they got 50% of it stopped then they get...   
   1/24 of the money they asked for.....   
      
      
   If the BidenRegime and Democrats are going to act like our enemies, we   
   should have a Congress that treats them the way we have to treat our   
   enemies in that we "TRUST BUT VERIFY" that they are doing what they say   
   they're doing.  And when they don't then they lose the benefits they   
   were getting.   
      
   Democrats and Terrorists act the same so they'll have to be dealt with   
   in the same way when it comes to making deals.   
      
      
   We need to save money and to reign in the Democrats treachery and   
   duplicity. The way to do both at one time is to stop all money flowing   
   to any Democrats policies by making all payments out of the treasury
