   Amendment I   
   *Congress shall make no law respecting an establishment of religion* ,   
   *or prohibiting the free exercise thereof* ; *or abridging* the freedom   
   of speech, or of the press; *or the right of the people* peaceably to   
   assemble, and to petition the Government for a redress of grievances.   
      
   It doesn't say to make necessary laws, it says *MAKE NO LAWS* and then   
   defines where those laws can't be made. So the limitation ranged from   
   "NO LAW"  to NO LAW that... (and here's the )   
      
   As for personal testimony,   
   Amendment IV   
   The right of the people to be secure in their persons, houses, papers,   
   and effects, *against unreasonable searches and seizures* , *shall not*   
   be violated, and no Warrants shall issue, *but upon probable cause* ,   
   supported *by Oath or affirmation* , and *particularly* describing the   
   place *to be searched* , and the *persons or things to be seized* .   
      
      
   The things you called empowerment are actually limitations that restrict   
   the Government from confiscating your land and forces the Government to   
   actually BUY your lands with the caveat that they can in court with due   
   process prove that it's for the good of the community.   
      
   So it's NOT a power, it's a carve out of your property RIGHT that allows   
   the Government to have a legal route to use due process in the people's   
   best interest.  And remember that it's the people, who make up the legal   
   process. So it's NOT a power it's a legal process and a limitation.   
      
   As for currency, that was a failed power that the has been illegally and   
   unconstitutionally implemented. The Federal Reserve is NOT FEDERAL and   
   is NOT Constitutional, Congress can't delegate it's powers to another   
   entity, once delegated by the Constitution it requires an Amendment to   
   the Constitution to repeal that Delegated power in order to delegate it   
   with an Amendment elsewhere.   
      
   And PRINTING MONEY when there is no value(GDP Growth) to back that NEWLY   
   PRINTED money's value set by Congress, is called COUNTERFEITING by the   
   CONSTITUTION.  Making it illegal to do that for NOT just foreign NATIONS   
   and CRIMINALS trying to undermine the currency or profit from the   
   Counterfeiting, but also illegal for CONGRESS or the FEDERAL RESERVE to   
   have the TREASURY print the worthless money and then pass it off as   
   having the value notated on it's face, when it actually has no value   
   other than the blank paper that could be used to wipe your ass.

   Section 8. The Congress shall have Power To lay and collect Taxes,   
   Duties, Imposts and Excises, to pay the Debts and provide for the common   
   Defence and general Welfare of the United States; but all Duties,   
   Imposts and Excises shall be uniform throughout the United States;

   current Coin of the United States;"   
      
   The coin of the United States laws for Counterfeiting have been set...   
   and Congress and the Federal Reserve have been violating those laws.   
      
   creating money with no value and then using it is illegal. If you do it   
   at home on your color laser printer or if you do in the Treasury   
   Department, it's still illegal and it's Counterfeiting and steal from   
   the American people who all have dollars in their pockets. It makes   
   Congress and their agents at Federal Reserve Bank, criminals.
