Be       that in an EMERGENCY or in normal times where the Democrats want to buy       votes from their Democrat base that happen to be Marxist-professors and       college Administrations or brainless low IQ students who want someone to       pay for them to stay in a school "bubble" and go to parties to hide from       real life.              Emergencies don't DELEGATE NEW CONSTITUTIONAL POWERS by magic, they are       either Delegated in the Constitution or they don't exist, be it in       normal times or EMERGENCIES and even in an apocalypse... It takes an       ARTICLE 5 Amendment to add new delegated powers...              Democrats can simply point out the delegated powers in the U.S.       Constitution that allow spending money on education...
