I don't see the word "NOT" except in front of shall *not* BE INFRINGED .
That would suggest that the "not" is directed at someone that could
infringe that RIGHT and that would be the Government wouldn't it?
SO the only reference to *NOT* is directed at the Government while the
people's RIGHT TO KEEP AND BEAR *ARMS* is actually being protected from
it being prohibited by government thanks to "shall not be infringed".
But you keep discecting that and imagining annograms and other word
games to make your points... it's entertaining.
