As in they had NO standing army...
The Military was/is funded for no more than 2 years.
Which means all funding could end at any moment and in less than two
years there would be no Military.

And we see pictures of chains and hear a lot about chaining up slaves,
shooting them was a financial loss, it would be like shooting the only
horse you have to pull the plow because it wondered-off. You'd starve
because you can't buy another or grow the food to keep you alive.
