   Actually it says:   
      
   *Amendment II*   
   A well regulated Militia, *being necessary to the security of a free*   
   *State* , the right of the people to keep and bear Arms, shall not be   
   infringed.   
      
   The only thing the RIGHT of the people is discussed as protecting in the   
   2nd Amendment is the "FREE STATE* and it does that with a militia...   
   made possible by, the RIGHT of the people, which is protected by denying   
   that power to the individual States and stopping Federal infringements   
   with *shall not be infringed* .  It's obviously the RIGHT of the PEOPLE   
   to keep and bear arms that by the process of logic, is responsible for   
   keeping that free state (created by the Constitution) a "free state" of   
   the people.   
      
   The arms are NOT for the militia but they are available to the militia   
   "with" the people who keep and bear the arms when the people are called   
   to arms by the government and militia to protect the free state.   
      
   It's a multi tiered and interdependent security fail-safe.   
      
   Without any one of the powers and/or RIGHTS being discussed, the system   
   will trigger a fail-over to the next level until it's failed to the   
   point that it's every person for themselves. At that point it's basic   
   survival. Which means the process has an embedded the fail-over to   
   result in guaranteeing our *RIGHT to self defense* exists to the end of   
   the Government and beyond, because you have that RIGHT to keep and bear   
   arms NOT to the end of the GOVERNMENT but until you die.
