   That violates the U.S. Constitution's system of separation between the   
   REGULATING/LAW MAKING entity, and LAW ENFORCEMENT which is also   
   enforcing their own LEGISLATION.   
      
   Enforcement and and law making are as a U.S. Constitutional standard NOT   
   done by the same entity, the Executive entity enforces what the   
   Legislative Entity creates. And the judiciary is the mediator that   
   limits those other two... to balance the system.   
      
   And there is no delegated power to create a body that is both   
   LEGISLATIVE/Regulatory and Executive/Enforcement.   
      
   Article I   
   Section 1. All legislative Powers herein granted shall be vested in a   
   Congress of the United States, which shall consist of a Senate and House   
   of Representatives.   
      
   And they (the Legislature) have no delegated power to re-delegate their   
   power to legislate or delegate. Which means the IRS can't write   
   regulation or enforce laws, it's the power of the Executive that allows   
   the laws to be enforced which means the IRS and the Executive can't   
   REGULATE taxes all they can do is enforce the laws that Congress can get   
   Constitutionally passed into law.  And the Legislature is limited to   
   making "bills" to pass and turn into laws and can't make Amendments to   
   the Constitution which requires 3/4 of the States to ratify into being   
   part of the U.S. Constitution.

   And there is the issue... enforcement is NOT the responsibility or   
   delegated powers of the Regulator/Legislator.
