   TRUMP was actually the President when he decided to retain those documents.   
      
   Hillary and Joe Biden had no delegated power to retain any documents   
   since they weren't THE PRESIDENT at the time "they stole" classified   
   documents.   
      
   The difference is that the President can't steal what they have total   
   power to control and use or destroy or handle in any way the President   
   chooses to handle those documents.   
      
   And it's the President Constitutional powers that allow the President to   
   exercise that for the United States that is needed to do the job of the   
   President. Which is why Congress has to try to get WARRANTS and   
   subpoenas to force a President to tell what they know under oath....   
      
   Because typical laws don't have the power to override the Constitutional   
   Powers of the President.   
      
   Article II   
   Section 1. The executive Power shall be vested in a President of the   
   United States of America.   
      
   And Executive Power, can't be limited by legislation, it required an   
   Amendment to the U.S. Constitution to limit that delegated power.
