   Yes.. because crime rates are usually based on a rate per a given   
   population. In the US it's usually a rate of X per 100,000 people.   
      
   So that takes care of population growth.   
      
   No, it doesn't track cultural changes directly and only indirectly as   
   reflected in the change in crime rates.   
      
   Crime statistics are held constant otherwise trends and rates wouldn't be   
   accurate unless you went back and readjusted all the rates to reflect the   
   change in the statistics being produced.   
      
   Meanwhile, you again ask questions to which you should be finding out the   
   answer assuming you don't already know them.   
      
   As such, given your clear ignorance of them you are really in no position to   
   assert that guns are or are not to blame because you lack the knowledge to   
   even made such an assessment.
