   How the hell can FEMA get floridians to give back moneys?   
      
   As far as Nola; no agency, including FEMA could have dealt with the   
   aftermath that happened here after the city flooded.   
      
   And except for the city being pumped dry, very little has happened since.   
   Its still basically a ghost town.
