I'd guess       the selection receiver has problems and may need a complete rebuild if       it hasn't been done yet. If the solenoid pulled in immediately I'd       steer toward the mech first, and actually that is still a possibility.       You will need to obtain a set of operation and troubleshooting guides.       Probably cost $40 to $60 but is a very wise investment.
