He is essentially correct IF you don't plan on using wallboxes.  In the -25   
   VDC supply there is a filter capacitor which provides bias for the stepper   
   tube (2050) and if it fails it can waste the tube and possibly burn the letter   
   stepper coil.   
      
   The selenium rectifier that feeds the bias and operates some relays in the   
   stepper and credit unit will need replacing if it's voltage sages under load.   
      
   I can not comment on the quoted price as I've always done this work myself.
