   	You cannot format a DVD-R disk, unless by format you mean   
   filling the disk with 1's or 0's, in which case it can never been   
   written to again. A DVD-R is designed to be written to just once. Of   
   course, if you have not "closed" the disk, you can add data, but never   
   to a region that has been written to before.   
   	Best place for a formatted DVD-R disk is under your coffee   
   cup, or hang them up in the garden, where they make good reflectors to   
   scare birds away from your vegetable patch.
