   Of course you can format a DVD-R (or DVD+R) disc, at least in Windows 7. I   
   think XP can only do it with CD-R discs.   
      
   Once it is formatted you can copy files to it in the same way as you copy them   
   to any other disk, or to a USB flash drive, but once copied they are   
   read-only, and when the disc is full you can't re-use the space -- that's what   
   WORM discs do.
