   It has to do with the state submitting prospective drivers with a   
   driving exam. After that they can not change the basic controls,   
   everybody must be able to drive a different car without crashing it   
   instantly, even across different countries.

   I had to call a friend and ask. I had got a call or two and I was unable   
   to answer.

   any whatsoever, like the 'l' letter :-)   
      
      
   However, it is possible that 'F1' or 'shift' do not work, even though   
   they fit the definition of "any" key.
