   Every time some outfit assigns you a new phone number, that number was   
   taken from a pool of numbers taken out of service. Clearly one should   
   expect that infrequent correspondents with the prior subscriber at that   
   number may be unaware the number has "changed hands". In the worst cases   
   (and this has happened to me), it's a number formerly held by a serial   
   deadbeat, whose creditors will be calling daily, several of them per day,   
   until you get the line switched out for another number.
