   Not quite. Carlos is * writing * in English. You have no knowledge of his   
   spoken English level.   
      
   Carlos's (presumed) ability to speak English doesn't negate the fact that   
   most people in the world do not speak English. Nor would it be if this ng   
   was full of Russians, Singaporeans, Thais, Nigerians, Brazilians, French,   
   etc who all spoke English. Face it, your statement is factually wrong.
