FullScreen mode, using Alt-Enter or any other way, then I see a black line
(bar?) in the bottom of the screen, and can't see the upper line (bar?) of the
screen. It is as if Windows
thinks my screen is about 0.5 cm higher than it is. The upper line is drawn
out of the actual acreen. When in regular Windows mode, the drawn screen
   matches the actual screen perfectly.

In Windows XP including all 32-bit Windows, console full screen mode uses
text video mode. That video mode is not a graphic video mode, and it has its
own screen resolution. It's similar to the text video mode at the BIOS
   startup screen during computer boot.

To solve it, apply the Auto function of your monitor. But do that after
you've changed the background color to other than black using the COLOR
command. e.g. "COLOR F0" for black text on white background. When done,
retore the color back to "COLOR 07" for grey text on black background. This
is necessary, since the monitor's Auto function detects the pixels which
aren't black, in order to determine the screen size and adjust the view
   dimension and position.
