      This may be even more farfetched than I thought. I found   
   an app called "quicktoss" that purports to move files. But   
   it said it requires IOS10. Apparently this iPad is IOS9 and   
   can't be updated. And the app store doesn't filter for apps   
   that can actually be used.   
      
      I think the Windows laptop is going to be the solution here.   
   Every iPad possibility seems to be leading down a rabbit hole   
   of software, versions, compatibility, and so on. If I get the   
   PDF onto the iPad I still don't even know whether it could   
   be accessed and read.
