There is variation and has been for some time...even within one location
   to another.
   e.g.
     Two of my devices Win11 Pro(Laptop), Win10 Pro(Surface tablet)
      - both have Location services enabled, no GPS device, Lan, no Wifi
   connection
Win11 - this device's current and exact address in MSFT Weather app,
exact address in MSFT Find My Device, Google Maps finds my location(but
its start point is two residences east)

Win10 - Weather app yields next door neighbor address(~180 ft away), Find
my Device(other neighbor ~400 ft away in opposite direction)

Win11 same laptop at relative's home(Location still enabled, their 5Ghz
wifi) - Weather app(relative address), Find My device(2 blocks away, and
   less than 1/8 mile)

Note: Internet access on Lan and wifi is the same ISP at all locations)
