Q: How do you (best) back up your apks (including split apks) to Windows?

All of these destroy privacy so they're not allowed in this use model.
I. No Cloud Storage
II. No Google Account on the phone
III. No Internet whatsoever
IV. No payware
I'm hoping this thread comes up with the *best* idea for backing up apks
(including split apks) from Android to Windows on a typical home LAN
(without using root or the Internet or any accounts or any payware).
The "easiest" way, as far as I know, is to just back up all the homescreen
panels to a single file on Windows & then copy that file to a new phone.
All the app icons will be in the exact same place on the new phone as they
were on the old phone, with all the app icons having the exact same names.
If the app is already on the phone (e.g., system apps) then the app icon
will launch the app but if the app isn't yet on the phone, it can't launch.
What it does when you tap those grayed-out icons is it asks if you want to
install it, and then it installs it - but it installs only the latest
version on the Google Play Store (and not from any other repository).

That will work for most people but I install apps from other repos.
And I want specific versions, some of which are last-known-good versions.
So I need to have the APK file on Windows where, to reinstall is as simple
as sliding the file list from Windows over to Android in a scrcpy mirror.
While I have over a thousand "packages" installed on my 64GB Android,
only 555 are "user installed" "with activities", which means they
were installed by me & they have a user-operated GUI (aka, an activity).
Below is that list, where "apks" indicates split apks bundled together.
The question is what is a *best* way to back up all these apps to Windows?
