   That sentence of the article is apparently about what is currently   
   called the "Website Navigation Bar" in SeaMonkey (previously "Site   
   Navigation Bar"). I think it never went away.   
      
   I don't think that the containing (sub)section is accurate; I think that   
   using the example there can't be said to be the same, as it doesn't   
   feature the rel attribute, and thus is just a bunch of links without   
   such metadata, even if they're graphically presented as an in-content   
   navigation bar?
