   I did find out at

   n-windows-10s-firewall-and-slowly-allow-the-things-tha   
   to disable all enabled outbound rules, except the Core Networking ones.   
      
   I also use Firewall App Blocker ( https://www.sordum.org/8125/fi   
   ewall-app-blocker-fab-v1-9/ )   
   to make it much easier to add an outbound rule, if that program's WhiteList   
   Mode is enabled.
