CrowTranslate can be used offline with a local setup of LibreTranslate,
which in itself is (mostly) a webservice wrapper to the ArgosTranslate
library. LibreTranslate can be installed on localhost (aka your PC), on
   a directly linked NAS, etc.

But if ArgosTranslate is installed, it could already be used without any
detours to LibreTranslate and/or CrowTranslate. Beside the basic command
line usage, there's also a GUI for ArgosTranslate available.

Problem is, ArgosTranslate only runs inside a whole Python environment.
No compiled Windows binaries exist, because the program has too many
   dependencies.

   https://github.com/argosopentech/argos-translate
   https://github.com/argosopentech/argos-translate-gui

For everybody, who already has a suitable Python environment set up (or
is not averse to install it), ArgosTranslate should be worth a try.
