   Only minor version (= security and bug fix) updates for .Net Core will   
   automatically be installed by Windows Update.   
      
   Updates for major versions for .Net Framework _sometimes_ will occur.   
   This depends on, whether the functionality provided by the newer version   
   is necessary for updated components of the Windows operating system,   
   itself.

   That's .Net Framework (and not .Net Core) and should get an update to   
   version 4.8.1 any time soon.
