I have all outbound connections blocked by default, which is not the Windows
   firewall default.
This program can be configured to do that with Lockdown Mode.
If enabled, it won't allow any outbound connection unless it has an "Allow"
   rule.
No program connects without your consent.
Like Windows Firewall Control, it's easier to know when a rule needs to be
   created.
