   Start11 now has a feature to pin folders to the taskbar.  In Win10,   
   toolbars in the taskbar were popup lists of shortcuts stored in a   
   folder.  A pinned folder would open a folder to show the shortcuts you   
   stored there.  You could have multiple pinned folders in the taskbar to   
   organize your shortcuts.  Yet pinned folders in the taskbar isn't the   
   same as toolbars (that show a popup list of shortcuts in a folder) are   
   different behaviors.  One is a folder you end up opening, and have to   
   close after using a shortcut while the original method was a popup list   
   of shortcuts in a folder, and the popup list disappeared when you   
   selected on of the shortcuts.

   I've never used it, so I don't know how it handles emulating the   
   toolbars the Win10's explorer.exe supplied in the taskbar.  Neither   
   Start11 ($10 subscription, $20 perpetual) nor StartAllBack ($5) are   
   freeware.  I didn't bother to check if Open Shell (fork of Classic   
   Shell), freeware, adds pinned folders to the taskbar, and if opening   
   them presents a list of shortcuts in the folder, or opens the folder.   
   You'll need to visit the Windows newsgroups to see if anyone there can   
   relate their experience with these enhancers.  Lots of users have   
   reported issues with them, or having to waste time supporting someone   
   using them.   
      
   The problem I've seen reported by users of these desktop manager   
   enhancements or replacements are bugs in their implementation, and   
   incompatibility when Microsoft changes something in a later update.
