   It might be a dept policy of base sec   
   and/or KCSO but in CA, all LEO's are   
   authorized with police powers anywhere   
   in the state. Not all states are similar.   
      
   It's typical in border areas between counties,   
   even states, for the 'other' area's sheriff to   
   deputize everyone that may have occasion to come   
   into the area, including pvt security, like cammos.   
      
   City police, park rangers, armoured car guys,   
   gated community guards, etc. particularly anyone   
   that's armed, are typically deputized.   
      
   Maybe more likely, in the case you describe,   
   they know it's you and you're not a threat.   
   Just another one of those 'nosy UFO people'.   
   Isn't there an audio tape somewhere of   
   Dreamland telling a Janet that "It's Glen   
   Campbell" on Freedom Ridge?   
      
   They might figure that while you're there,   
   if something truly suspicious DOES surface   
   in the area, you'll probably phone it in.
