   Two thoughts come to mind, counter each other, and   
   therefore confuse me.   
      
   It appears to be taking quite some time to finish.   
   That suggests that it's something more than a   
   "big garage". That points to something like a   
   data center or other administrative use, such   
   as you suggest.   
      
   But countering that is it's location, near to and   
   almost in the middle of the flight line. Offices,   
   data centers and admin buildings could be placed   
   anywhere on the base, not so close to harms's way.   
   And without the apparent cloak of the berm, which   
   way the doors face etc.   
      
   There does appear to be a large "mega-garage" sized   
   opening on the south end of the bldg.
