They can rotate railroad locomotives       on big turntables. They can "walk" space bound       rockets on huge platforms. Making those platforms       rotate (with their extremely heavy payload) seems       simple enough.              Still, it's purpose would seem very, very       localized, due to it's low elevation. Perhaps       that suggests your concept of some kind of       local radar/wx/RCS array might be likely.              I'm still puzzled by the apparent facia or       outer skin, if it is indeed an antenna.       Seems like the facia would not be necessary.       Just put the dishes/lenses up there.
