   Perhaps they should offer foreigner only restricted tours, so as not to   
   mess things up for US citizens wanting to get the full itinerary.   
      
   Presumably you don't get to go into CP-1 - just a drive round the compound?   
      
   I am tempted to apply for a tour just to see what this additional info
