   Based on that top section of Rohn tower, I'd guess that   
   fan has about 12 or 14 inch blades. Mounted very solidly, on   
   a concrete slab, which as you suggest, looks newer than   
   the rest of the old bldgs.   
      
   It's surely not a weather instrument. It just about has to   
   be some kind of small generator. But small it is indeed.   
   And just that far off the ground seems weird. Typical   
   wind/electrical generator would be a lot higher and a lot   
   bigger blades. I'd suggest some kind of homebrew gadget,   
   except someone's obviously gone to the expense and trouble   
   of pouring a very thick foundation for the thing.   
      
   Anti electrolytic corrosion inhibitor? That's typically   
   for water lines or subsea power cables. And solar is more   
   typical since at least the 70s that I know of.   
      
   How did they supply water to the original groom/black metal   
   areas? Wells way up there? Truck it in? Did they have tailing   
   ponds up there or did they bring the ore down and process it   
   somewhere else?
