I became very concerned about losing
the right to patent because of an inadequate
patent application, while seeing the United
States implement the technology first was
the primary goal, I knew that to have the
theory behind it understood and used to
   best advantage would require prosecuting
   the application to issue.

I was working at a new job for almost
a year now, and was being given work that
was simply too much for my back and legs,
and then when I got home one evening
after work, I opened mail from the patent
office, it was addressed to me, but was
an office action on another person's
application, mailed in error, and I feared
that they might have mailed something
about my application to the other person.
So the next day, at lunch time, I called
the patent office and told them what they
had done, and that I was going to destroy
the mail sent to me in error.

I then prepared and mailed an appeal
to the final rejection fee as required, and
got a request from the examiner to send
them a copy of my application, as they
could not find the original copy I mailed.

I mailed in what copies I had, and
began to wonder about the security and
competence as a result of error mailing
   and a lot application file.

I feel a need to include the text of the
specification and disclosure of the application
that caused four Air Force people to access it,
   it was never published or under secrecy order;

   [Mail Room Stamp] ELECTRONIC AVOIDANCE
   [May 21, 1979] CONFIGURATIONS

                                          Received May 30, 1970 Group 140

                             abstract

A system of avoiding electronic detection by using
the configuration of exterior surfaces to cause the
reflected electronic radiation to be focused into
as small a beam as possible so that it is unlikely
that the return beam would be reflected upon the
receiving antenna of the electronic detection device.

01 This invention relates to a concept of electronic
           avoidance and the
02 exact exterior physical configurations of the craft
           or objects that
03 would best be invisible to radar or other means
           of electronic
04 detection. Although this concept is effective
           when utilized in
05 the design of any craft, object, or body, no claims
           are mare or
06 infered in this application for any objects or bodies
          other than
   07 aircraft or spacecraft.
