   That would have to be explaine, or should have to be explained. But, because   
   he was sent there,    
   allegedly, it all makes sense.   
      
   Yes, it makes sense--he was being set up, as the Palestinians were set up by   
   being directed to the refugee camp so that they could later all be murdered   
   there.  In both cases, that at least was what it looked like.     
      
   As you suggest, Belin & co. certainly didn't think that Tippit's presence in   
   Oak Cliff had to be explained.  They certainly didn't ask.  He was just   
   there.  Where, oddly enough, he was known by the locals, which probably would   
   have been the explanation.     
   Scoggins even said that he used to see him all the time--of course, because   
   that's where he, Scoggins, would have lunch.  Harmless.  "Accidentally"   
   omitting the order saved Henslee & co. a lot more explanations.  And makes it   
   seem as if, indeed, Tippit    
   was being set up, and maybe DPD just didn't want that bad look.  The omission   
   gives it a worse look...
