   That would have to be explaine, or should have to be explained. But, because   
   he was sent there,

   the order saved Henslee & co. a lot more explanations. And makes it seem as   
   if, indeed, Tippit was    
   being set up, and maybe DPD just didn't want that bad look. The omission gives   
   it a worse look...

   I have alternate explanations, but I won't bother. If you accept the Official   
   Story premise that Tippit really was in Oak Cliff, then that would be a waste
