   In England it means for example that a witness in court is automatically   
   considered, other things being equal, to be less reliable than a person   
   who has 'good character'. I am surprised that it is even legal for a   
   convicted criminal to be US president.   
      
   Personally BTW I think drunk driving is a vile anti-social crime, akin   
   to chucking axes around in the local park, not checking whether they   
   might hit anyone.
